Established in 2007, PANSTAR is a Sino-Japanese joint venture bringing together heat exchanger development, manufacturing and technical expertise. Its engineering background draws on Pacific Group’s work in plate presses and moulds, which began in 1989.
The production base is in Baoying, Yangzhou, with the global marketing headquarters in Suzhou. This website focuses on HEXCBLOC welded block heat exchangers for process heating, cooling and heat recovery.

From plate tooling to welded blocks.
- 1989
Engineering roots
Pacific Group was established in Tianjin, developing hydraulic presses and tooling for heat exchanger plates.
- 2007
PANSTAR established
Pacific Group and Japan’s BELTECNO established Yangzhou Panstar Heat Exchanger Equipment Co., Ltd., with production in Yangzhou and marketing operations in Suzhou.
- 2015–2019
Welded block development
The company introduced welded plate-and-frame products in 2015 and upgraded the range in 2019, developing accessible welded construction and replaceable-core designs.
- 2023
Expanded manufacturing and development
Company materials record the commissioning of a 5,800 m² welded-equipment workshop and a 3,000 m² R&D building, together with a product testing centre.
- 2024–2025
Large blocks and product registration
The company reports delivery of its PQB120 welded block to the Russian market in 2024. Its welded plate heat exchanger safety registration followed in 2025.
